The  Daily  Journal.- The  U.S.  chargé  d’affaires  in  Venezuela,  John  Barrett,  reported  that  he  held  a  meeting  with  Rolando  Alcalá,  the  Minister  of  Electric  Power  of  the  interim  authorities,  to discuss plans aimed at rebuilding Venezuela’s electrical grid.

In  a  message  posted  on  social  media,  Barrett  stated  that  the  meeting  is  part  of  a  “three-phase  plan”  promoted  by  U.S.  President  Donald  Trump  and  Secretary  of  State  Marco  Rubio,  focused on Venezuela’s economic recovery and stabilization.

“I  met  with  Rolando  Alcalá,  Minister  of  Electricity  of  the  interim  authorities,  to  work  on  the  reconstruction  of  Venezuela’s  electrical  grid.  The  POTUS  and  Sec.  Rubio’s  three-phase  plan  focuses  on  restoring  reliable  energy  supply  through  expertise,  investment,  and  collaboration  with the United States,” the diplomat wrote.

The  statement  comes  amid  growing  rapprochement  between  Washington  and  Caracas  following  the  reestablishment  of  diplomatic  relations  between  both  countries  and  the  reopening of the U.S. embassy in Venezuela.

Barrett  has  repeatedly  stated  that  the  U.S.  strategy  envisions  three  stages  for  Venezuela:  stabilization,  recovery,  and  transition,  with  the  electrical  sector  positioned  as  a  key  priority  within the recovery phase.
