The Daily Journal.- The Peruvian government appointed diplomat Alicia María Espinoza Paredes as consul general in Caracas. The move forms part of a plan to restore bilateral relations between the two countries gradually. President Keiko Fujimori and Foreign Minister Carlos Espá signed a supreme resolution formalizing the appointment on Tuesday. In contrast, a future resolution will establish the official date for Espinoza Paredes to begin her duties.
Peru’s Foreign Ministry explained that restoring consular relations aims to prioritize assistance for the Peruvian community abroad and normalize services for citizens of both countries. The two governments formally began bilateral talks on July 24 during the government transition in Lima.
This step launches the process of restoring diplomatic ties following the rupture in July 2024, which affected more than 1.6 million Venezuelans living in Peru after authorities suspended consular services and passport processing.
