Delcy Rodríguez linked the investments to recently signed agreements and said the bilateral deal with the United States includes drilling operations involving 250 rigs across 17 oil fields.

The Daily Journal — Venezuela expects to attract approximately $76 billion in investments in its oil sector over the next five years through a series of recently signed agreements, Acting President Delcy Rodríguez announced Saturday.

Rodríguez added that the bilateral agreement with the United States includes plans to conduct drilling operations using 250 rigs across 17 oil fields as part of efforts to boost the country’s hydrocarbon industry.

Rodríguez provided the details during the closing ceremony of the Second Energy, Oil and Gas Conference (CEPEG 2026) and the Zulia Energy Forum, which the Venezuelan Petroleum Chamber organized in Maracaibo.

The event brought together more than 150 domestic and international companies, including operators and service providers, to discuss investment opportunities, technological development, and recovering hydrocarbon production in the region.

The agenda also included a review of plans to optimize wells, improve operational reliability, and develop natural gas infrastructure.

Last week, at Fedecámaras’ Annual Assembly, Rodríguez said Venezuela is negotiating 44 oil contracts, which would add to the 61 agreements the country has already signed this year.

In late August, Caracas and Washington signed an agreement to develop 17 oil fields that account for one-fifth of Venezuela’s proven crude oil reserves. The agreement grants North American Blue Energy Partners (NABEP) economic and governance rights.

In turn, the oil company granted the U.S. Department of War’s Office of Strategic Capital a 35% equity stake in its corporate parent company. The arrangement also gives the U.S. Department of State the right to purchase 20% of oil production from NABEP’s current and future fields at cost.
